Windshield wipers won't turn off until truck is shut off?

My friends Just bought a 2003 Explorer. When he turns the windshield wipers on, they won't go off until he restarts the truck. What could be the problem here?

In your owners manual you'll find a relay map. There is a relay that controls the wipers. This relay may be sticking in the on position until power is completely removed by turning off the ignition.

Ineedtipsasap If its not your rely, it may be the wiper switch..
