wiper only work at high position

hi all

actualy i replaced the wipers motor by one i took to the recycle yard parts.
i plug it and it did the same thing only high speed position is working.
so i replaced the mfs arm control an it did the same.
what else i could try

I took this from another thread:

Check both of the relays for the wipers. There is essentially an on-off and a high-low relay. It sounds like the high-low relay is sticking in the high position. They'll both be in the power distribution block under the hood. Both relays are controlled by the GEM.
