would left side outer tie rod be the drivers side?

was just wandering, took my 99 ex in for an oil change and they said the left outer tie rod end was etremely loose, which I noticed it wandering real bad when the wind was blowing on the highway. Would it be the drivers side or passenger side? I am hoping it was the drivers side cause that is the one I just replaced, the garage that does my oil wanted 74.00 for the part(left outer tie rod end) their total estimate was $222.67 does that seem right? When I replaced it, I counted the number of turns to get the old one off and put the new one back on the same number, was this correct?

left/right

left and right are given as if the driver is in the seat, so yes the left side is the drivers side.
