So what the heck is this?

95 4r55e. Would not shift from first to second unless I let off the throttle completely. All other gears are fine. Many people said valve body and I am near 200000 so sure. Ordered new valve body, dropped pan and find this. Anyone know what it was. I assume this was the real culprit.

It is a Broken band. Would that cause it not to shift?

That is one end of the low-reverse band that should be attached to the band...You will need to disassemble the tranny to replace the band to fix this issue unfortunately...

I figured it out after a while. The trans should be out tomorrow. About half way through already today. We are going to replace the valve body while I am in there since I already bought it.
