fuel pump whine,91 explorer

Hello i have replaced nearly every sensor possible.Computer reads bad O2 sensor,i replace then check engine still comes on in car? When idleing long enough sounds likeit want to stall then revs high? Now i hear a whining sound coming from fuel pump? Any ideas? Thank you
