Passenger Rear Power Window

Window will go down, not up. I've narrowed it down to this:

When pressing down on switch, down voltage is 12v. Up voltage is 0v.

When pressing up on switch, up voltage is 12v. Down voltage is 12v.

Any ideas? The problem is not the passenger rear switch, already replaced with drivers side rear switch.

Going to test the master switch tomorrow from my friend's explorer since I know his works.

Any advice is greatly appreciated.

all power windows run through the drivers door, might want check there for broken wires in the rubber boot.
