1 gen paint / clear coat question

I've noticed a lot of the explorers have a whitish film on the that can be removed. so is it the clear coat? what is the best way (cheap) to make it look better

Just buff it out with a light rubbing compound,then wax it.Fair amount of work but it will look good in the end.
