2000 Explore loss of power question.

While driving down the road the engine will act like it is starved for gas. It will sputter and hesitate. I turn the key off, sometimes a couple of times and then it runs fine. It was doing this once or twice a month. Now it is everyday. Replaced the fuel filter. What could cause this interruption in flow of fuel and that is remedied by switching the ignition on and off.

It only happens when I driving down the road. It seems to me that the fuel delivery system is the problem. Why would it be cutting out and be fixed by cycling the key?
 






Bad fuel pump
Cycling the key turns on and off the pump and it can build a little pressure

My vote is a fuel pressure test when its happening///hot
