2000 Explorer XLS

My son has never had but one key to his truck ...he lost it....we went to the salvage yard and got a new ignition w/key....a new PCM and the chip under the steering column ... Checked the fuel rest....and a million other things lol and it cranks but will not start I cannot hear the fuel pump kicking on but it is new as well ....I've tried resetting security alarm but that did not work the theft button is flashing rapidly.....any suggestions please ....
