2003 Explorer brake issue?

I have a 2003 Explorer 4.0 4x4. During decceleration it feels as if a brake is hanging up, causing vehicle to jerk slightly. Does this intermittenently and I have replaced rotors and brakes all the way around. I did find that the E-brake pads were gone and replaced also. This problem is definitely a rotional problem, I just cannot pinpoint the exact problem. Acts like out of round tire or warped brake disk. Only occurs if braking or if you let off accelerator, and not all the time. Please Help?!

have you checked the calipers? Over time they get sticky and don't release when they should sometimes.
