2003 Explorer no start no crank

Im looking for the next step. Battery, relays, starter, fuel pump, and fuses all check out good. OBD test will only read "error." I'm finding the there is no power coming from the pcm to close the circuit for the starter and the fuel pump. Ignition switch checks out good and the neutral safety switch checks out good.

My specific complaint is in regards to number 3. When I manually grounded pin 39 the starter ingaged. This is pointing to a bad PCM. I also checked the actual ground for the PCM and it checked out good.
I'm at the point where I don't know where to go from here. I could replace the PCM myself and take it to the dealer to have it reprogrammed, but at the cost of $133.00 per hour I have to be sure it's the PCM.
Please help!

how did you check the starter relay?
 












it could be a lose ground wire, if it started when you applied ground it may just be a loose ground somewhere...these trucks require a very strong battery clean the battery connections good,and try to start it
 






The ground that Im referring to (pin 39 on the harness going directly into the PCM) is the ground for the starter relay. I also checked the ground for PCM (pin 47) the ground wire zeroed out via an ohms meter.
 






I guess what I'm getting at is that going in and coming out of the PCM the ground wires tested for continuity, but when going through the PCM the circuits won't close.

PCMs do go bad. In the Ford Troubleshooting and Diagnostics Manual, failure to locate a cause for a fault almost always ends with "Replace PCM". There may be dozens of diagnostic steps before that point. It happened to me. 2004 Ex, 4.0L. imp
 






Solved! Fuse number 41 in the BJB was bad. Swapped it out and I'm running again. I swear I checked before going through all this. I didn't pull the fuses though I just tested with a light. Either way after pulling everything I found it.
