2006 Explorer ABS Tone ring - How do you press a newv one on

I have everything torn apart to get the cracked tone ring off. How do you press the new one on? Do you need to remove the axle? If so, how do you remove it? I have it loose from the hub, but don't want to start pounding on the axle to put the new ring on. I got the new reinforced ring from the dealer for $19.78. A repair shop wanted $462.00 to repair it. Not sure how they justify that.

There is a special ford tool which pushes it on.

I'm not sure, but when I had Ford replace mine, I can remember the sevcice guy saying that they had to pull the axle. I'm not sure if I believe them, but that's what he said.
