I have used scantools to diagnose transmission/solenoid issues. I haven't had to use them on ABS modulator valves, but I would think there should be a similar set of diagnostic/testing features or the possibility to record what is going on with the brake system while driving the vehicle. If you have a stuck valve it is likely dumping pressure from one of the calipers and that should be able to be diagnosed by checking the pressure of each caliper with a load cell. If you do the proper diagnosis, you can usually isolate the issue before replacing any parts. If your mechanic isn't capable of doing the diagnostics, it may be time to find a new mechanic.
