I have a 2018 explorer limited and could use some help with the fog lights. I’ve noticed that driver side fog light is aimed up higher than the passenger side. I can’t find anyway to adjust them. Is there a way to adjust the fog lights or would I have to replace the housing?

Welcome to the Forum.
There is no built-in way to adjust them. I've never really examined them on my previous Explorers since I hardly ever used them. Fog is rare around here.

Is the housing damaged? If not then it may be the mount, or what I'd look at first is whether turning the fasteners adjusts it, and whether putting shims (small washers?) on some might correct the aim. I mean not only fasteners for the housing itself but also look at the mounting bracket if it has one.

Is it LED or halogen? Here are some pictures of both, if it helps:

It is the led fog light assembly in the 2nd link. It looks like the driver side assembly was replaced. The passenger side is a genuine ford part where the driver side is a TYC assembly.

In that case, I'd take the replaced, TYC off, and just reinstall it, in case the person who did it last time, somehow did not get it down flush, and tighten each fastener a little at a time so it sits straight. If that doesn't help, then I'd take both off and compare them dimensionally (if possible), and look carefully at the bumper area, trying to determine if the former Motorcraft, replaced by the TYC, might have been damaged by an impact, or if no evidence of that, if it might have just burnt out.

If it burnt out, then I'd sooner replace the older motorcraft on the other side, thinking it too might be nearer end of life given same operating conditions, unless you prefer the aim of it over the TYC... or just see if what I suggested previously will work, to put some shim washers between the housing and the mounting bracket to adjust aim, if turning the fasteners alone does not do that.

If it were a metal bracket, then I might have suggested bending it little, but from the diagram I saw for my '14, it looked to be plastic and not able to be bent a bit like the metal bracket can on my '98.
