4wd doesn't engage, already did some troubleshooting

1997 XLT
Although Im a new member i have done a good amount of searching and havent found what I need.

Explorer is 1997 XLT 4.0 OHV 4x4

So when I put my explorer into 4wd i dont feel it engage, i did the trouble shooting from the stickied thread, when the front is in the air and i turn the front tires the other tire turns in the opposite direction and when the car is in the air and in park and i put it into 4wd i can spin the front driveshaft, meaning the transfer case isnt locking

Now my question is, whats my next step? How do i debunk whether its an electrical gremlin or something with the transfer case? Any help would be appreciated, thank you

EDIT: Forgot to mention the 4wd and 4wd low lights blink randomly, it did this randomly a while back and 4wd would engage than disengage, it hasnt done that in months until recently. Since my 4wd hasnt been working they have been coming back on quite frequently, in case this helps solve my problem
 












Codes

Do you have anyone who can read the trouble codes? That would be a good place to start. Also check the wiring harness at the transfer case.
 






I'll check the wiring harness at the transfer case again but i thought there were no codes for the 4wd and 4wd low lights coming on? I was under the impression they just stated that there was a problem with the 4wd system
