4x4 hub question

I recently tested out the 4x4 for the up coming winter. The truck had auto hubs but since has been converted to manual. When in 4x2 with the hubs locked it feels like its in 4x4 ( hard to turn on pavement). Also when in 4x4 high or low with the hubs free it feels like its in 4x4. Is this supposed to be like this?

There should be no binding in the steering while on dry pavement when the hubs are disengaged.
