91 ranger hood stuck(jammed)closed

Front end is on jack stands and went to close hood and at first it didn't close so I tried again and it went down but not all the way.I can get my fingers in the gap and lift but it won't budge.Can't get it to go up even when pulling hood release in cab.Also it shifted over towards drivers side. Any ideas.Thanks
