97 bumper on 99

i have a friend that has a 97 explorer and we want to trade bumpers he has the steel one with the lower plastic valance that looks good with it removed and i have the 99 xlt bumper with fog lights in it both of them bolt up exactly the same correct ?

They will fit. Same mounts basically

Yessir. I did the same to mine. The '99 is cheap looking IMO. The '97 is a cleaner look. the rectangular fogs are a cool touch as well.
