97 Explorer Eddie Bauer - question of wheels??

Recently i traded out my Ford Focus for the 97 Eddie Bauer explorer i have now..LOVE it..has all the goodies and i even managed to ditch the factory stereo, but keep the factory amp/ sub and speakers..
I noticed i have these 5 spoke wheels, which at first thought where alloy? But they are steel with like a shiny plastic facing??? Is this typical of these trucks to have the cheapo wheels like this?

It's a common problem on the tear drop wheels. Does it look like rust? You could have it sanded and then powder coated, Turdle does amazing work with his powder coater
