98 EX factory fog lights always on

The factory fog lights on my 98 explorer are on even with the ignition off and key removed. The LED on the switch stays on as well. I removed the radio bezel and disconnected the fog light switch and the lights stay on.
There is nothing of help in my Haynes Manual. The Factory manual that came with the car refers to a right headlamp/fog light relay. I think I located it and pulled it, the lights were still on. The only way to keep my battery from draining is to pull the bulbs.

I did search the forums, but most threads deal with rewiring to get them on. I want to turn them off. Any help will be appreciated.

Thanks for the replys.

Checked your diagram and checked the distribution box lid. Your fog relay is location #11 on the diagram on the lid of the distribution box in my velicle. That is the one I removed. I tried it again and the lights are still on, so is the LED on the switch.

The problem started about 6 months ago. My wife drives the car and mentioned it. I got frustrated trying to get it corrected. I pulled the bulbs and told her I fixed it. She drives mostly in the daytime. The other day she took it out at night and my expertise came into question. I need help.
 






Well, this would indicate a short-
check the wiring going to the power panel--coming up from underneath. I wonder if there might be a short where the wiring is tied up tightly--

The short would almost have to be right there at the box--
