98 Merc Tires and Suspension Question

I searched but couldn't find anything on this. If I missed it just let me know were to go.

In Sep I got a 98 Merc, 5.0, AWD, ~90kMiles. It is going to be a road vehicle and we do have a fair amount of snow that is not cleaned from the streets here very well. It recently had ball joints replaced but I don't think it has had shocks in a while so I know I'm going to replace them.
My question is what are the best mods by brand (tires, sway bars, etc?) that I can do to this to make it as safe (anti roll) as possible. My responsible (as any kid can be) 16 year old daughter will be driving this vehicle and I just want to make sure it is as safe as it can be. It was in-laws that they gave to my daughter for her 16th Bday. I know ride quality will be sacrificed and we are ok with that.

get an explorer express rear sway bar, it will make huge difference

go for the x spec suspension kit.

The edelbrock IAS shocks will give a very stable ride, and the rear sway bar is a big improvement.

Trying to decide whether or not to do the lowering kit or just put the shocks and rear sway bar on now.
