i have noticed few times while doing brakes and other various things to the explorer. that if the engine is off and i turn the steering wheel power steering fluid will come right out of the top of the filler cap. this may have happened to you just taking a wild guess here

You're not really supposed to be able to turn the wheel when the engine is off...

Unless you turn the key to where it unlocks the wheel, but doesnt start the engine

turning the tires at all with engine off will always do something with the pump.
With the wheels on the ground, it can cause fluid to spew out the filler cap.
With the wheels in the air, it can cause air to get into the system.

Clean the gunk off, and just drive like normal, while keeping an eye on the power steering fluid level and looking for any leaks.
It is possible some spewed out the cap.
If you do this, it will be easier to find out wether you're actually leaking.

I leaked out a small amount of P/S fluid when I did my B/L , I did not brake anything, I think what happened was it just leaked out when the body was lifted on the passenger side, but I am not sure. anyhow I refilled the pumped and cleaned up the mess and Have not had anymore problems.
