Not necessarily "bad". Ford pumps are notorious for whining. I thought I had the same problem. I changed fluid many times, bled the air out etc and nothing would solve it.

Problem turned out to be with my idler or tensioner pulleys (had them both changed and whining stopped).

At the end of the day, it might be worth your while to change the fluid completely and replace with synthetic. While at it, read the many posts on the site about bleeding the air out of the system. That could be a cheap fix. Lots of threads in the archives about whiney pumps. The SEARCH tool helps immensely (been there, done that with this issue).

Good luck!

is there a good way to pinpoint it?

...There was another whiny pump story in the last couple of weeks where the guy changed the fluid and cleaned the gunk off the screen in the pump and it turned it back to normal..:dunno:
...A search should find it...

I saw that one too. I was willing to check that out in due course as well. Now that I know my pump is fine, it must be in great shape since it's had many different renditions of synthetic fluid in it for the last 25,000 miles or so and none in there for very long. It's got Amsoil now so should be good for a while. :)
