Anti theft issues

Help! Bought a 2001 Sport Trac from auction. Was Told keys given were programmed, no fob though. Truck accessory lights all activate when I turn key, but truck does not start. Anti-Theft light fast blinking.
Had locksmith come said Pats isnt communicating with pcm. Can I reset? Are there any tricks of the trade that will save my day??!!

Same problem besides I lost my keys but iv already to ok my ignition out t. I thought that maybe if I follow the wires I could undo the pats but I guess it isn't that easy. If you get help please let me know I know I heard something like if you HV both keys you could reset it
