ATS port???

1998 Ford Explorer Sport
So I bought my explorer a couple weeks ago
1998 4.0 SOHC 4 door, 2wd
I was looking through the receipts and one of them was from ford, notifying the owner that they can convert there car to OBDII for free, which is weird because they started OBDII in 96 and my car should have come with it from the factory, right? Also I found a paper stating this car has a lowjac. Anyways, on to my concern. There is what looks to be a diagnostic port in my car, I'll show you photos. It's hooked up to a bunch of ground wires, a relay, a fuse and then it splices into the stock OBDII harness. It lights up when the car is on, and I really want to know what it's for. I haven't taken my car to lo-jack yet because they want money just to see if my car is equipped or not. I haven't been able to find much on the Internet, actually nothing, which is why I'm here. Anyone have any idea what this is, or seen one before?
