Which tires do you recommend?
'95 Explorer XLT, currently stock but will be installing WAR shackles/TT.

LT265/75R16, All-Terrain T/A
Load Range D
Max Load 3042
Tread Depth 16/32
Overall Diameter 31.6 inches

Overall diameter 31.6 inches

Are the 31.6" diameters considered 31" or 32" tires?
And what about the load ranges? I occasionally tow a trailer with a motorcycle on it.

The 31.6 is considered a 32" tire. You will be fine with the 'D' load range. Even towing a motorcycle isn't passed the 'd' specs. Since your lifting ~2" I'd go for:

Overall Diameter 31.6 inches

Go with the 265x75R16. I love having load range E tires. Their handling is great and no matter what weight I put in my X the tires never squat. But I am the type that loves to have things over built. I have noticed that the heavier the load range tires seem to last a slight bit better on vehicles like ours. Just my 2 cents
