Blowing hot air

My X blows hot air even when it is set on cold and off. It does blow cold with the ac on. But with the fan off and the temp set all the way cold hot air is blowing out of the vents. Why?

But its like the fan is on low even when its off. It just blows air out a little harder on low.
 






is it all the way over to the left on "off"???
if its not.. the vents are still open
 






Yes all the off.
 












Nope no strange noises or anything but the hot air coming out of the vents.
 












My 91 does the same thing!! It really "P's" me off!!! I was told at one time that the cable in the dash needed adjusted to get the temp lever to work correctly. I don't know if that is true or not but it sure sounded good at the time... It might be something to check out?!
 






sounds like something a little duct tape and super glue could fix ;) good luck finding your solution
 






I have this exact same problem and I would love to figure out the deal is.
 












I've done everything except take the dash out.
 






On my old BII, my 91 Ex, and my 00 Ranger, they all three do not really shut off when just the fan is turned to off. You physically have to shut the system off on the selector.
