Broken Vacuum Line

Hello, I have a 2003 Explorer 4.0L Flex Fuel. I periodically get the P2195 code. It happens every couple weeks but seems to be getting more frequent. I searched the Net and the Forums and most people point to a vacuum leak. After poking around under the hood I think its coming from this line I have circled but I have no Idea what its called so i can go out and get a replacement. It seems to be leaking around where the line goes into the boot.

The red vacuum line is for the fuel pressure regulator. ( dampener on 99-up)

If the line itself is broken there, try pulling it out, cut off past the break and re insert using some black rtv sealer.
