Code P0430.

Hopefully i'm doing this right. I have an 03 mercury mountaineer. I have a lack of power. feels like it's pulling a million pounds. I had an 02 sensor code. Bank 2 sensor 1. I changed it along with the fuel filter. It ran better for about a day then went back to no power. It's also taking longer to shift. The check engine light came back on and now it's got a 430 code. Is it the cat? I would greatly appreciate some advise!
