I know shops and dealers do it every brake job; but in many cases machining is not necessary, but they often do it any way, for the reasons mentioned by you, I'm sure...
Plus after they've machined them 2 or 3 times, they can sell a customer new rotors, bearings, wheel seals, the works--which means more $$$ for them.
There's no need to machine a set of rotors unless you're getting vibration.
