engine rpm fluctuating

I have recently acquired a 1994 explorer and am experiencing engine rpm fluctuation could this be caused by a defective vent tube on the filler neck, I had gas spilled out under the car on the first fillup.

The gas is probably going to be the gasket on top of the tank where the fuel pump mounts. You will have to either drop the tank or cut an access hole in order to reach it. Dropping the tank is not too hard, but you will want to wait till the tank is almost empty, so that there will be less weight to it. The fluctuating rpm could be vacuum or iac valve related. I just ended up dropping my tank and I think the hardest part was getting those stupid clips back onto the lines. Just sayin.
