Fog lights and Head light issues

I have a '97 Explorer Limited Stock, I seem to always have an issue with the fog lights, I put one in and it would burn out sooner than later, after about a year or so I replaced the Right side Fog lamp and then about a week later both Fog lights and the right side Head light went out, but the High beams work, I know per the wiring they are connected so I replaced the Right side Head lamp and nothing, I checked all the fuses, fuse 4, 8 and maxi 4 and all good, after looking at the wiring diagrahm is said there was a fog light relay, which it looks like the right side runs through the relay. Problem is if it exist I cannot seem to find it. Can anyone provide advice as to why the right side head lamp and fog lights are not working? The high beams for both lights work but only the left side low beam works!!! Thanks Tony.
