Fog lights and running lights?

I've seen it a while ago but cannot seem to find it again...
How do I go about separating my fog lights from my headlights? My goal is be able to turn on my fog lights with out turning on my headlights as well. I remember something about a relay around the air box or somethin along those lines....
I've got a 2000 Ex XLT

My 99 fog lights work with the parking lights and will turn on w/o headlights being on.

I also did the mod to have them work with the high beam headlights also.

Mine do not work like that, thats why I'd like some help on how to figure it out. Currently fogs only work when I turn on the heads. I'd like them to come on when I just have the running/parking lights on...
