Front end wheel wobble

I've looked every here and can't find a thread that applies to my problem. 2000 explorer awd. Before I had a slight wheel wobble at any speed, then I got an inspection and replaced all four tires. Afterwards I only have a wheel wobble at 65 and up. Took it back multiple times to get the alignment checked and the balance checked but they say its fine. Any ideas?

I never take mine to an Alignment shop, I do it myself. Why? because every time I take it to someone, it worse then when I took it in. Check out this video...
