i have a 1992 XLT and i just replaced the fuel pump and noticed sand in the tank so i sprayed out the tank and installed a new pump. went to start it and it just kept turning over, sprayed starter fluid in the throttle body it started up, is it a clogged fuel filter from the sand or what help me

Did you check if you had power and a grownd at the fuel pump wiring. Is the fuel pump shut off swich triped? Are all the fueses good? Do you here the pump running when you turn the key on?
Did you replace the pick up screen in the tank? You should every time you change the pump. Yes I would change the filter too.
