Help! '96 Explorer... Code reader plug location.

I need to buy a trouble code scanner for my vehicles. I have a 2000 ford truck and 1996 Ford Explorer XLT. I can't find the connection for a Code Scanner in my explorer. Is it ODB I, OBD II, or something else. Where should I look for it. It's not exposed like the one in my truck.
I'd like to get a nice Code Scanner ($100 to $200). Anybody have one they like and would recommend. It has to work on both of my vehicles.

The place to plug in an ODBII scanner on my 97 Explorer is right under the steering colum. Close by the hood release.
 






I hope it's an OBD II. It will be a little easier and cheaper to purchase a scanner that just reads OBD II.
I'll look under the left side of the dash.

It's OBDII and the plug is under the steering column next to the hood release.
 






My 96 has a small plastic cover that needs to be removed to access the connector. OBDII was the standard for 1996.
