Help me identify a criminal in a late model explorer!

Hi Ford Explorer Enthusiasts! I need your help!!!
I'm a native Floridian, and upon coming home from work today, I found a toll by plate bill from the state of Texas in my mailbox. I opened the bill and found that I was being charged for a toll by plate plaza somewhere in S. Texas from September of this year. The problem is that I have not been to Texas in 15 years! I pulled up the bill online on the TXTAG website, and found a picture of a late model Explorer XLT with a fake license plate bearing my plate number!
I put in a call to the Texas Highway Patrol, and while I am awaiting a call back, I thought it may be a good idea to consult with the experts here to try and identify what year this Explorer may be. Based on what I could find online, it looks like it could be 98-00, but perhaps someone here can pinpoint it so I can provide this info to the highway patrol in Texas. I would really appreciate your help and expertise! Here's the pic:

I'm guessing you don't own a late model Explorer, so can't you just show proof that the plate as of September was/is registered to whatever you have? Should be as easy as showing them your vehicle registration, no?
 






[MENTION=638]RangerX[/MENTION] Thanks for your response! Nope, I don't own a Ford Explorer, I have a Toyota Camry Hybrid. I'm sure that eliminating the charge won't be a big deal, I have proof of registration. What concerns me is the liability. Lets say this person hits a pedestrian, or commits a bank robbery in which my plate number is recorded. Granted, I don't have an explorer, I could be stopped and harassed by police for no reason based on the potential actions of some stranger. I know that many police agencies now use plate scanners on their cars that are capable of scanning plates whilst a police car is simply driving by, or sitting at a red light. You never know what could happen
 






Its a 99-01 for sure but unless you get a vin number off it you couldn't tell a difference between the years
 






Welcome to this forum! It's hard to tell from the photo, but it looks like a paper plate, and not a real plate.
