I'm scratching my head on this. I was having binding issues when I went to turn the wheel. I replaced the rack and pinion, new power steering pump, new ps lines. I replaced the intermediate steering shaft. Same issue still remains. The power steering comes and goes and the pump is whining like a 2 year old, and I am getting foam in the pump. I have the correct fluid and levels. What else is there to replace/check?

Follow the steering shaft down, there's a coupling, I think under a boot. Spray lots of WD40 on that coupling. It's very common for the to bind up on you model year.

Once the steering is smooth, turn the wheel lock to lock several time while moving very slowly. That will help bleed the system and get the air out. Might take a few days before its all settled out.

You've got air in the system.

It was either introduced when you replaced the rack and wasn't bled out and or you have a leak in a hose somewhere and air is being sucked in.

I don't suppose you gave the steering column a bit of a wiggle while all the other stuff was out to check the bearings?

Steering shaft

I did, it seemed to turn easily enough. I got the foaming out but the new pump still whines way to much for my liking. I jacked the front wheels off the ground and tried the sterring, still is not right. What else in the steering is there to replace? My ball joints are fairly new, tor rod ends are good, rack is new, ps pumplines are new, intermediate steering shaft is good used/ works ok. What is left in the system to look at?
