Hesitation issue

I have a 2003 XLT with the 4.6. When accelerating there is quite a bit of "missing" while the engine is under load. When this happens, the cruise control will not work until you shut the engine off and re-start. No check engine light, and no codes in the system. I have replaced IAC, EGR, Coil Packs, Plugs, Fuel Filter, and even had the Mass Air Meter replaced. Dealership thought we had a CAT clogged. I replaced the Y pipe and also replaced the sensor associated with the EGR system. Any thoughts? I appreciate the help.

Sounds like bad coil pack, did you replace all of them and did you use ford ones. The aftermarkets tend to have problems.
