You can put real HID into almost anything now. They have kits that will work for Explorers. They are expensive, but prices have came down. I think they were like over $1000 before and now you can get them for half that much. I am considering about getting them. There're are like 2 people I know on this board that has them, I know "Troll" got them and sells the kits. They are legal and light up real nice. No need for high beams, since i heard most of them don't have it anyways. I'll be selling my PIAA 9007 platium super white bulbs soon, they aren't too impressive for my eyes.
I have the HID conversion kit and it is great. The color is great and the light is unbelevable. I could see how they are illegal though. The only thing that I know is the set I have came with a DOT approval certificate. I keep it in my glove box, under the pistol so it doesn't get lost, ha ha. I would recomened them to anyone.
There are plenty of HID lights that are legal. Most of them are purpose built for one particular application. There isn't one for the X yet. I think some of the bulb only kits are also legal. I'm pretty sure the Philips is.

Any aftermarket HID kit that uses the existing headlight housing is illegal including the Phillips. Sylvania will be manufacturing vehicle-specific HID kits that are street legal. But they are more $$$ because they are packaged with modified headlights.
