holy rusted metal, batman!!

i pulled the side skirts off the explorer today. what i found was a bit concerning to say the least. the spot just forward of the rear wheels on both sides is rusted really bad. i'll post pictures in a bit.

i know that this is very common on these trucks, and i'm pretty sure that it's the fault of the side skirts. when i pulled them off i notices a lot of mud caked in the same spots as the rust.

i'm no body expert or master fabricator by any means, but being that this is so common, is there an easy way to fix the problem. i know that i can stop the cancer from spreading by using ospho or some similar chemical, but how do i repair the damage?

cut out the section shape ad weld in a new piece of sheet metal shape it more with a dolly and flat head hammer and grind down the bumbs from the weld then prime and rapaint or throw the skirt back on it
