There is nothing else that should make your fuel cut off(rpm governor ) at 3800

You check the thing for codes? There is a how-to in the first gen section I believe.
 


















I have no codes. I'm familiar with the paper clip trick to check codes on obd1. There is no sensor or anything that could be failing causing the truck to cut off fuel?

That 3800 rpm limiter is only hit in gears. I can free rev it in park it neutral and it will go right up to 5k or so
 






im going to throw an ECU from a 91 Explorer on today and see what that does.
 












It wont work.91 is different you can only use a 94.

ha Ford has not surprised me yet, different seat tracks from 91-92, the rear hatch bump stops are different from a 91 to a 94 and now the ecu's are different? Ford's greater idea is all i can say for all of this...

94 has egr,cps,two O2 and four wheel abs.90-93 dont.

okay well now that makes a little more sense, with you knowledge on these motors and the problems i am having you would say the ecu is the problem? my dad told me it sounded like ecu with the motor cutting out at 3800 rpm but i've been trying to find out if something else and now i have two people pointing to the ecu

no i haven't, guess that would be an easy cheap thing to do before spending 100 bucks that might not fix the problem
 






My '93 has 4 wheel ABS and two O2 sensors. Must be a thing they did before adding the EGR?

Well dang...wait you sure your just not seeing doubles!!;) lol so you have 2 o2 but not egr? Do you have a CPS.you must have a late model or cal version. Starting to sound like each year had its own thing special to that year!haha swore 90-93 was all the same
 






No pretty sure, I just bolted on my manifolds and was laying under the thing for way too long trying to bolt the exhaust up.

I'm positive about the 4 wheel ABS, I disabled it... Ford dropped the ball there IMO.

Um, CPS? It's a Canadian truck (speedo in KMS), originally sold in BC to a buddy.
