What should the idle speed be and why when I bring the tilt wheel down no turn single

Idle speed depends on which engine you have. V6 around 550 RPM, V8 around 650 RPM. High idle speed could be due to vacuum leaks or a bad IAC valve. The SOHC V6 vacuum leaks are common due to dry. brittle, shrucken upper/lower intake gaskets/O-rings. Vacuum leaks can also be caused my cracked/broken vac lines/hoses pretty much anywhere. Is your check engine light on?

Issues with the tilt wheel effecting your turn signals are typically due to the wires pulling out of the multi functions switch or broken wires. Common problem.

Another common idle speed problem is caused by a gunked/worn IAC (idle air control) valve. I noticed that most on my SOHC when the A/C compressor kicked on. It didn't trigger a check engine light, though possibly if I'd let it get worse??

As Koda already mentioned, there is a common problem of wires pulling out of the MFS connector. The cure is not replacing the multi-function switch, but the connector. Because it's a common issue, pigtails with a connector are widely available, from several sources. May be a bit of a challenge to work in that tight space. You may find removing the steering wheel helpful (make sure to observe all the air bag safety precautions).
