Inner Tire Wear Issue

The clips are to prevent any of the springs rotating, without them it is possible for one of them to turn into the tyre if one cracks near cetre bolt/U bolt. Which could be bad news, so best make sure they are in place for your safe motoring.

I have the same problem. I was going to replace the camber bolts and see what happens. But that's after I replace the trans valve body and fix the idling issues.....

For my rear leafs I was just thinking to do an add a leaf.

Edit: I was thinking jacking up the torsion bars would fix the negative camber but you really shouldn't have to do that. There should be enough adjustment in the suspension.

Actually, I've lowered many coil over suspensions and dealt with negative camber issues. However, torsion suspension has the opposite effect. I had to dig around online and also find out for myself. After lowering it I have no steering issues and the vehicle handles much better. The alignment shop guys (or kids) must have cranked up the bolts.

It sounds like your alignment shop is screwing with you. As for the rear end sagging, they all do that, seems like the V6 cars do it worse though around here, my V8 was all stock and sat without a sag, my 01 on the other hand, well it'll fit right in with the local Carolina Squat morons.
