Is it possible to remove '99 bumper cover w/o bumper

Is it possible to remove the bumper cover on a 1999 Explorer w/o removing the bumper? If so, how?

How difficult is removing the bumper cover?

FWIW, it doesn't appear possible to remove the bumper cover without removing the bumper. The process is easier than I expected.

You can't remove the bumber cover without taking the bumber off, It's not hard just unplug you factory Fog's (if you have them ) and remove the four bolt's holding the bumper to the frame. once off there are some bolts and push in retainer's that hold the cover on. I had mine off a few month's ago and it only took me 15-20min to completely disassemble it.
