Is this A/C Connector broken?

1997 Ford Explorer
Finally replaced the blend door in my Ex. Even though the blend door is working, my AC is only slightly cooler than the vent. I have a friend who is an AC tech and can test/recharge the system for me, but as I was inspecting the hoses I came across this.

Is this connector broken (and a source of leaks), or is this just some kind of dust shield for the connector?

No, the connector is not broken, nor does it look like it is leaking. There usually will be oily residue near an A/C system leak. The connector is one of your two spring lock couplings. If it is low on refrigerant, the compressor would be kicking on and off very quickly, or not coming on at all.
 






What is the washer-looking thing just sitting there on the line? Is it not part of the connector?
 






That's part of an old clip that was on the connector. Not necessary, just a factory safety clip. you're fine.
