Lines to fuel tank

Hi boys, I have a question I hope you can help me with, I was putting the guard on under the radiator when I noticed a pipe poking out right on the chassis, wondering what this pipe does, it is right level with edge of the chassis where the front top suspension arm bolt is mounted, and it runs back along the chassis to the fuel tank, It is the black one with the white center comming out under the wires in the picture, looks like it has been cut with a pair of side cutters, Any ideas, thank you

I Think that is not a fuel relevant line, looks like an air line, maybe suspension related.

@wollimann is correct
If this truck (96-01 explorer) had air ride from the factory then it could have had air shocks on the front and these could be remnants from that system

All we can see in the pic is 1/2” of
Black plastic conduit
 






If this was a ARC system there should be two holes in the driver side lower control arm for the high sensor
braket and a air compressor above the spare tire.
I don't know the ARC system, maybe there is a switch at the center console?
Down there are no other air lines which looks like this rubber protected OEM line.
 






Thank you for your replys, you are right, the leveling system has been disabled and that pipe would have been to the front leveling system, the shock absorbers have been replaced with gas shock absorbers, the pump still opperates but the switches have been tied up out of th way. great forum, I'm always abble to get the answers I need, Thank you the information, very much appreciated
 






In the rear cargo area driver side, behind the removable panel there is an air suspension switch, turn it to off so the air pump never runs
 






Thanks 410Fortune, I was looking in that side compartment where the jack is located, and I noticed a switch there and was wondering what it's purpose was, now I know. Thanks for the info,
