locking cigarette lighter

Just picked up a 91 Explorer. In going through the truck I noticed there is a keyed lock (key included) in the cigarette lighter, the lock is in socket where the lighter would plug in. Any idea what this does or is for?

...x2....Maybe they had kids and it was some sort of child proofing???..:dunno:
 












I think this is some sort of aftermarket or DIY alarm system. When the key is turned and you open the door the horn starts going off after 10-15 seconds. With the key in the off position, no horn.
