loosing power when I come to stop and start fast why?

Whenever I come to a slight hill and have to stop like at a stop sign and start going I loose power ,sometimes and dont know why?Anyone help?

What engine?
What trans?
How many miles?
Any modifications?

Losing what kind of power?
The engine is lacking power or the electrical system is dying?
