Loud whining with idle drop...

This usually happens when the truck is hot. The whine seems to be coming from the air filter housing (sounds like a vacuum cleaner). The idle will drop really low and sometimes the engine stalls. The filter is brand new.

Also, when I look down at the serpentine belt it looks like one of the pulleys is buckled, as the belt has quite a bit of lateral wobble.

Vehicle has 93,000km.

It is most likely the IAC valve--you might try cleaning it

Where is the doggone IAC goes woo video?

Check engine light: no

Will try to track down that IAC video.
